Odisha and Meghalaya Sign Landmark MoU to Revolutionize Early Childhood Care and Development

 BHUBANESWAR – In a pioneering move toward inter-state cooperation, the governments of Odisha and Meghalaya officially signed a Memorandum of Understanding (MoU) on Tuesday to strengthen Early Childhood Care, Education, and Development (ECCED). The partnership aims to foster a robust exchange of best practices, joint research, and capacity building to ensure a stronger foundation for the youngest citizens of both states.

The agreement establishes a comprehensive framework for collaboration, focusing on holistic interventions that include nutrition, health, early learning, and responsive caregiving. Beyond clinical and educational support, the MoU emphasizes community engagement and the institutional capacity building of functionaries. By sharing resources, both states intend to develop contextually relevant, community-driven solutions that align with national priorities for human capital development.


A key highlight of this partnership is the “two-way learning” process designed to leverage the unique strengths of each state. Odisha will share its extensive experience in community-based and culturally responsive Early Childhood Development (ECD) initiatives. In return, Meghalaya will offer insights into its innovative service delivery models within the social sector, particularly those tailored for tribal populations and geographically challenging terrains.

The formal signing ceremony took place in the presence of high-ranking officials. The document was signed by Sampath Kumar, Principal Secretary to the Government of Meghalaya, and Ananta Narayan Singh Laguri, Additional Secretary of the Women & Child Development Department, Government of Odisha. The event was also attended by Deoranjan Kumar Singh, Odisha’s Development Commissioner-cum-Additional Chief Secretary (ACS), along with other senior representatives from both state governments.

Dignitaries at the event underscored that the early years of a child’s life are the critical foundation for lifelong health and well-being. This collaboration is expected to yield immediate on-ground impacts, directly benefiting young children, their caregivers, and frontline workers. By bridging the gap between policy and practice, Odisha and Meghalaya aim to set a national benchmark for equitable and inclusive early childhood outcomes.
