Bhubaneswar: The Bhubaneswar Development Authority (BDA), in pursuance of the provisions of Section 23(1) of the Odisha Development Authorities Act, 1982, has declared its intention to prepare three new Town Planning Schemes (TPS No. 05/2026, TPS No. 06/2026 and TPS No. 07/2026) under the Government of Odisha’s flagship SAMRUDHA SAHAR initiative.
The move marks another significant step towards planned urban expansion and sustainable development in the Bhubaneswar Development Area in line with the vision of Viksit Odisha 2036.
The proposed Town Planning Schemes cover a total area of approximately 863.29 acres comprising TPS No. 05/2026 over 247.57 acres in part Mouza Malipada, TPS No. 06/2026 over 234.34 acres in part Mouza Malipada and TPS No. 07/2026 over 381.38 acres in part Mouza Malipada and part Mouza Daspur. These schemes have been envisaged to facilitate systematic urban development through the creation of essential infrastructure and public amenities while ensuring balanced and sustainable growth of the city.
Following the publication of the declaration in the Odisha Gazette, notices in Form-III shall be issued inviting information in Form-IV from landowners and persons having any right, title or interest in the lands included within the scheme areas. Such information is required to be furnished to the Authority within two months from the date of publication of the Gazette Notification.
The SAMRUDHA SAHAR Scheme of the Government of Odisha aims to promote planned urbanization and accelerate economic development through comprehensive urban planning. The initiative seeks to transform urban areas into vibrant growth centres by facilitating integrated development of roads, drainage systems, water supply networks, sewerage infrastructure, electricity systems, public utilities, open spaces and social amenities. Through the Town Planning Scheme mechanism, infrastructure can be developed in a coordinated manner without resorting to large-scale land acquisition.
